Norman has considerable experience of intelligence-based operations and is an internationally recognised commentator on policing, counter-terrorism and counter insurgency.

Norman has 30 years' service in the Royal Ulster Constabulary and latterly the Police Service for Northern Ireland with a wide experience in a number of specialisms.  He has held senior positions which include Operational Intelligence Advisor for Northern Ireland with responsibility for counter terrorist intelligence.

He has been involved in a number of high profile international intelligence led police operations in Europe and North America.  Norman was also Departmental Head of the Serious Crime Branch, completing police service as the Police Service of Northern Ireland’s Senior Liaison Officer with the Security Services.

A graduate of Cambridge University, Queens University and the University of Ulster (awarded a doctorate for human rights based research leading to the development of a model for the policing of conflict in divided societies) Norman published a number of academic papers and books and lectured on counter insurgency topics in Europe and the United States.
